What is EOG?

Economic Opportunity Grant (EOG) will award more than $54 million across 6,800 grants to organizations in Los Angeles County adversely affected by COVID-19.

Eligibility Guidelines

Microbusiness

Microbusinesses have two opportunities to apply for grants! 

Phase 1 - Application Closed

 

  1. For-profit business with less than $50,000 in annual gross revenue receipts in the 2019 taxable year
  2. Business must have started prior to December 31, 2019, and be currently active and operating (completed, signed and unaltered 2019 income tax return required)
  3. Located and operating in the County of Los Angeles, including City of Los Angeles
  4. Five or fewer full time equivalent employees currently and in the 2019 and 2020 taxable years
  5. Negatively impacted by the COVID-19 pandemic
  6. Must not have received the California Relief Grant

Phase 2 (Application Closed)

  1. For-profit business with less than $100,000 in annual gross revenue receipts in the 2019, 2020, or 2021 taxable years
  2. Business must have started prior to December 30, 2021
  3. Located and operating in the County of Los Angeles, excluding City of Los Angeles
  4. Priority for businesses that are in food industry
  5. Priority for microbusinesses located in the highest or high COVID-19 impacted geographic areas 

Small Business

  1. For-profit business revenue between $100,000 to $2 million in annual gross revenue receipts in the 2019, 2020, or 2021 taxable years
  2. Business must have started prior to December 30, 2021
  3. Located and operating in the County of Los Angeles, excluding City of Los Angeles
  4. Priority for businesses that are in food industry
  5. Priority for small businesses located in the highest or high COVID-19 impacted geographic areas 

Nonprofits

  1. 501(c)(3) or 501(c)(6) or 501(c)(4) or entities with a 501(c)(19)
  2. Located in Los Angeles County, or its incorporated cities (which may include the City of Los Angeles)
  3. Have annual gross revenue of under $5 million based on 2019 or 2020, or 2021 taxable years
  4. Nonprofit must have started prior to December 30, 2021
  5. Priority for organizations that provide direct workforce training, job preparation or placement, and career building services to youth populations (age 16-25)
  6. Priority for nonprofits located in the highest or high COVID-19 impacted geographic areas 

Ineligible Entities

EOG Program funds are ineligible for the following business or nonprofit types

  • Publicly traded companies;
  • Corporate-owned franchises;
  • Financial institutions, such as banks, lenders, payday lenders, auto title lenders, check cashers, other businesses whose stock in trade is money and mortgages, and other similar entities;
  • Insurance companies, such as life, auto, home, bail bond, and other similar entities;
  • Private or social clubs;
  • Pawn shops;
  • Astrology, Palm Reading;
  • Liquor stores, nightclubs;
  • Lobbying firms or businesses that dedicate 50% or more of their time or resources to lobbying activities;
  • Businesses that engage in gambling activities, such as Bingo parlors, casinos;
  • Trailer storage and junk yards;
  • Businesses that present live performances of a sexual nature;
  • Businesses that generate income through activities performed in violation of state or federal law, including the sale, cultivation, or transportation of marijuana;
  • Businesses that exist for the purpose of advancing partisan political activities;
  • Gun or ammunition stores; or
  • Businesses or organizations debarred, suspended, or convicted of a felony under the laws of the United States Government.

Required Documents

 

Microbusiness Document Checklist 

Phase 1  (Application Period Closed)

  • Signed and unaltered Federal 2019 tax returns (upload ALL pages) 
  • Official filing with the California Secretary of State (which must be active) or local municipality, as applicable, for your business:
    • Articles of Incorporation
    • Certificate of Organization
    • Fictitious Business Name Filing
    • Professional License, if applicable
    • Government-Issued Business License
      • If the current license is unavailable, an expired business license with proof of renewal payment has been made
  • Government-issued or foreign photo ID for business principals, which include Matricula Cards or Passport
  • Valid bank account (required) 
  • Signed Applicant Certification form 

 

Phase 2 (Application Period Closed)

  • Signed federal 2019, 2020, or 2021 Tax Return
  • Current Business License or Permits. If current license is not available, expired business license with proof of renewal payment made
  • Food establishments or Street Vendors - Copy of inspection grade card issued by Public Health Department showing a minimum grade or "C" or City of Long Beach Inspection Summary Report showing business in good standing
  • Valid bank account (required) - 2 most recent months of bank statements, if you do not use online banking
  • Government-issued or foreign photo ID for business principals, which include Matricula Cards or Passport
  • CA Secretary of State (SOS) Filings, as applicable to business structure type (Corp., LLC, or Partnerships)
  • Fictitious Business Name filing, if applicable
  • Partnership Agreement, if applicable
  • Signed Applicant Certification form 

Small Business Document Checklist
